chore: bootstrap project scaffolding

Add architecture doc (research-wiki/ARCHITECTURE.md), CLAUDE.md with
tiered SOP for Fable 5, adapted .claude skills/hooks/settings, package
skeleton (src/polygateway), pyproject with import-linter contracts,
Makefile, .env.example and smoke test.
